- Water use for food and fiber production — including vegetable gardens.
- Water use for livestock maintenance.
- Water use for core business functions.
- Irrigation of public parks.
- Irrigation of public and private recreation fields — including fields operated by schools, colleges, universities, and athletic associations.
- Irrigation of publicly funded shade trees and trees in the public right-of-way.
- New-lawn establishment — necessary to stabilize soil in response to new construction or following repair or replacement of a Title 5 system.
